On June 30, the U.S. EPA published the national emission standards for hazardous air pollutants (NESHAP) for Plywood and Composite Wood Products (PCWP) facilities. The final rule establishes emission limits and work practices for major sources of hazardous air pollutants (HAP) in the source category. The rule follows years of collaboration between EPA and a coalition of industry partners, including CPA, to develop standards that are practical and flexible, while minimizing cost impacts and compliance burden for the sector.
A significant successful outcome for composite panel manufacturers is the implementation of work practices for resinated material handling (RMH) units that apply to a narrow list of four HAPs, thereby avoiding costly emission control requirements. The rule immediately takes effect for all new major sources, while existing sources have three years to comply. An industry-led technical workshop, tentatively planned for October both virtually and in-person in Atlanta, will cover the rule requirements, time frames, nuances, and mill obligations.
