Our commitment to environmental stewardship applies to indoor environments as well as to the great outdoors.

According to the U.S. Environmental Protection Agency (EPA), the average person spends about 90 percent of their time indoors, so the quality and safety of the indoor air we breathe is critical.

CPA is the leading industry advocate on standards and regulations related to emissions from composite panel products – particularly those related to formaldehyde-based adhesives.

We were at the forefront of advocacy efforts toward the California Air Resources Board’s ground-breaking “CARB Rule” on formaldehyde emissions from composite wood products in 2007, widely recognized as the most stringent standard in the world.

Next, CPA partnered with the Sierra Club to propose federal legislation establishing a national standard based on the CARB Rule. Supported by industry, labor, health care and environmental groups, this legislation was the basis for the EPA regulations in effect today.

Striving for Continual Improvement

TSCA Title VI marks the beginning of a new generation of safer composite wood products, but we are always working to make them even better. Advances in formaldehyde-based resins have reduced emissions to near naturally occurring wood. New no-added formaldehyde technologies are also now available and in use.

Designers, builders, and consumers alike, can trust the safety of composite wood panels, along with their ability to create warm, inviting spaces that evoke the sense of calm and serenity we find in natural environments.

EPA TSCA TITLE VI: The Formaldehyde Standards for Composite Wood Products Act

As of June 1, 2018, all composite wood panels and finished products containing composite wood – whether made in the U.S. or imported from abroad – require third-party certification of compliance with the California Air Resources Board (CARB) or Toxic Substances Control Act (TSCA) Title VI emissions limits.

North American mills have been ready to comply thanks to over a decade of voluntarily investments in technology, quality assurance, and third-party verifications to ensure the safety of their products, and compliance with the California Air Resources Board’s Phase 2 requirements for all 50 states.

Emissions from North American composite wood products meet all USEPA Clean Air Act standards.
