Agency Heads Send Joint Biomass Carbon Neutrality Letter to Congress

Earlier this month, the heads of the Environmental Protection Agency (EPA), the U.S. Department of Agriculture (USDA) and the Department of Energy (DOE) sent a joint letter updating the House and Senate appropriations committees on efforts to implement the carbon neutrality legislation in the Consolidated Appropriations Act of 2018.  The letter confirms the intent of all three agencies to implement the Congressional directive to enact policies that support the carbon neutrality of biomass, although it does not provide significant details on the specific programs targeted by each agency.  CPA is reaching out to key regulators in each agency to better understand the intent going forward and to reiterate CPA’s policy positions on biomass, including most importantly that market forces should dictate the use of biomass and that mandates and subsidies must be avoided.  See Joint Letter.  More Info: Jackson Morrill
