EPA Seeks Comments on PCWP ICR

On August 17, EPA published the Office of Management and Budget (OMB) review version of the Plywood and Composite Wood Products (PCWP) Information Collection Request (ICR) in the Federal Register.  The ICR is a survey that will be sent to every U.S. composite panel facility as part of EPA’s Residual Risk and Technology Review for the National Emission Standards for Hazardous Air Pollutants.  

CPA’s PCWP Task Group will identify industry concerns, questions and comments specific to particleboard, MDF, hardboard and engineered wood siding/trim operations.  All affected members are encouraged to provide feedback to Gary Heroux by September 6 in advance of the September 18 EPA submission deadline.  If individual companies plan to submit comments directly to EPA, please also share those with CPA. 

CPA is also working with the American Forest and Paper Association’s (AF&PA) Air Quality Subcommittee to submit industry-wide comments.  AF&PA will meet with OMB on September 7 to share industry-wide feedback. 

EPA is expected to send the ICR to plants this fall with a 120-day turn-a-round requirement.  EPA estimates, on average, participants will need 150 hours to complete the survey per facility.  Each U.S. CPA member should double-check EPA’s facilities list to confirm their classification and other information.  Corrections to the list should be sent to Gary Heroux ASAP.  See EPA Submission Docket, Federal Register Notice and EPA List to Receive ICR  More Info: Gary Heroux
